I was a scholar of Department of Science and Technology (DOST) when I was in College. I passed the DOST-SEI Scholarship of Republic Act (RA) 7687 Merit “A” last March 04, 1998.

I am very grateful to be granted by that scholarship since I came from a poor family. We really do not know if I can finish my college because of financial problems.

I enjoyed the life of being a DOST scholar for 5 years since I took up an engineering course (Electronics and Communications Engineering). For 5 years, I have free tuition fees, book allowances, transportation allowances, Monthly allowance of PhP 2,000 (I have heard that they have adjusted the allowance to PhP 3,000 per month this year), with free trainings and seminars.

Sounds good right? Yes it was! But of course, there are consequences after we have signed the contract. And one of it is that  DOST scholars (like me) cannot leave the country after finishing college and  SHOULD serve the country for several years depending on how many years that you enjoyed the scholarship.

Since I enjoyed the scholarship for 5 years, I am obliged to serve and work the equivalent years in the Philippines. If the DOST scholar wants to work abroad, he or she should pay the remaining years plus 12% interest.

I do not want to pay with the 12% interest so I decided to work and stay here in the Philippines, and pay the necessary government taxes.

Last Friday (July 24, 2009), I went to the regional office to get the final clearance. I want to clear my bonding contract so that I can try my luck abroad as well.

For my co-scholars who want to get a FINAL CLEARANCE, the most important thing that you should have is the CoE or Certificate of Employment.

Please take note that the total number of years of working experiences should be equal to the number of years you enjoyed the scholarship.

In my case, I came from 3 companies. I worked in Mitsumi Philippines Inc. for 2 and a half years, 2 years in Samsung Electronics Philippines, and 7 months in Asiapay Payment Technology Corporation. Summing it all, I have more than 5 years of working experiences.

Aside from the Certificate of Employment, you also have to fill up the DOST-SEI SCHOLAR GRADUATES TRACER (TRacking Actual Career Experience Report) form.

And you should make a request letter to the DOST main office in Bicutan. The request letter can be a hand written letter.

As for the letter of request, do not make a novel! Make it as simple as possible. When I made a hand written letter, I made the following:

Dear Madam,

May I request your good office for my final clearance with DOST-SEI.

Hoping for your very  kind consideration. Thank you.

    Yung NBI, pwede ka pa rin kumuha kung dito ka lang naman work. Ang di ka pwede e kumuha ng NBI Clearance for abroad. As for the passport, kailangan mo humingi ng temporary clearance sa DOST Main para makapag-process ka. Pero usually, dapat gumawa muna ang company ninyo ng letter of request na naka-address sa DOST at sabihin nila yung reason kung bakit mo kailangan kumuha ng passport.(pwedeng ang reason ay training, business matters, etc.)

Moral of the story, ALWAYS bring your clearance letter with you whenever you transact with these agencies, especially if you’re traveling abroad, because one lifting of your name is not an assurance that you are cleared forever. That’s the government “working” for you.

    Wala ata silang OJT sa Samsung. It’s in Calamba Laguna not in Taguig. Good luck sa paghahanap ng OJT. Marami naman dyan. If you’re an EcE, it will be better if you know kung ano talaga ang hilig mo. You could be in telecoms, broadcasting networks, semiconductors, computer networking, and even IT. I myself shifted my career from manufacturing firm to IT. Mabagal kasi increase ng salary sa mga manufacturing firms.
    I have not tried telecoms like smart and globe kasi ayoko ng on-call na trabaho.
    Wag ka masyado mag-worry sa OJT mo. OJT lang naman yan. Marami ka makukuha, basta pasa lang ng pasa.

    Ok lang yan. Try to submit your Certificates of Employment. Huwag ka na lang madaldal na call center yung pinasok mo. Sabihin mo technical support na related sa math. Hindi neessary na sa regional office ka pumunta. You can submit it in DOST Main sa Bicutan Taguig.

I am from Region VII and I sent my documents to our Region last Tuesday lang, Nov. 8, 2011 and I called 2 days later Nov 10 and they said its ready for pick-up..2 days lang.     Yung clearance from DOST yun nga yung pe-present mong letter sa mga ibang department.

  By the way, SEI now provides a standard letter of request which they called form 1. Requirements for each request type are already stated in the form. The requester will just accomplish the form and submit the requirements. I filed it today and was advised to get it Tuesday next week. Processing according to the clerk is 3-4 days. I was advised to call first before having it picked up.

Sa friend ko, 5 years syang supported ng DOST nung college pa kami, last 2004 pa kami nakagraduate nun. until now, may HOLD-DOST SEI na tatak sa nbi clearance pa sa kanyang nakalagay, kasi di pa xa pumupunta sa DOST. Yng sakin ba, does it mean wala ako sa watch list nila ng NBI, etc? TY!!!

    Kung wala, you should not worry I guess. Try mo kumuha ng passport sa DFA. Pag walang humarang sayo, ibig sabihin di ka kasali sa watch list. 3 yan e, DFA, NBI and Bureau of Immigration.

    Your name is so unique? Is it real? or just a penname? Isa lang naman ang binibigay kahit sa regional office ka lang kumuha. Yung letter nanggagaling din sa DOST Main. So tell them it came from the main office. Just make sure that your papers have seals and proper signatories.
